Budget pegs non-plan expenditure at Rs 2968.09 bn

The Union Budget 2002-03 Thursday pegged the government's total non-plan expenditure at Rs 2968.09 billion, an increase of Rs 315.27 billion, as against the revised estimate of Rs 2652.82 billion for 2001-02, an increase of Rs 315.27 billion mainly on account of interest outgo.

While the total revenue expenditure for 2002-03 is estimated at Rs 2701.69 billion as against revised estimates of Rs 2424.71 billion, the capital expenditure is pegged at Rs 266.40 billion as against Rs 228.11 billion in 2001-02.

Out of the total incremental expenditure of Rs 315.27 billion, the maximum increase of Rs 101.33 billion is to meet the interest obligation for the fiscal deficit during 2001-02.

Increased provision of Rs 80 billion has also to meet enhanced expenditure on pay and allowances and modernization of defence forces.

Budget has also made enhanced provision for petroleum subsidy of Rs 66.95 billion and food subsidy of Rs 35.88 billion out of the total expenditure of Rs 398.01 billion on subsidies.

Higher provision of Rs 83.52 billion, an increase of Rs 10.47 billion, has also been made for police for special operations required to maintain internal security as against revised estimate of Rs 73.05 billion in 2001-02.

The increase is also on the basis of recommendations of Eleventh Finance Commission regarding non-plan grants to state governments pegged at Rs 185.24 billion as against Rs 163.06 billion in 2002-02.

Enhancement has also been made on account of pensions, which is pegged at Rs 150.35 billion against revised estimates of Rs 146.28 billion in 2001-02, an increase of Rs 4.07 billion.

Budget has also provided for an increased expenditure of Rs 27.28 billion for education as against Rs 23.81 billion in 2001-02 as also miscellaneous expenses pegged at Rs 308.57 billion as against revised estimates of Rs 308.49 billion in 2001-02.
