Survey moots a PSP campaign for food

The Economic Survey on Tuesday proposed a PSP (production, storage and processing) campaign as part of the foodgrain management policy in view of the changing consumption pattern of the Indian population towards non-cereals.

The survey for 2001-02 urges on focusing more attention on the campaign to increase production of non-cereal foods like fruits and vegetables, expansion of appropriate storage facilities and processing of agricultural products.

Such processing is critical for perishables because of their seasonality and lack of proper transportation, grading, packaging and marketing.

"Future rise in agriculture incomes to farmers will have to come from value addition of their products," it said, adding due to surplus stocks of staple foodgrains (wheat, rice), focus on non-cereals will lead to better food management.

It will also be in keeping with the declining share of consumption expenditure on food, and within food category, on foodgrains in particular.

Share of food expenditure has declined to 59.4 per cent in rural areas in 1999-2000 from 63.2 per cent in 1993-94.

During the same period the fall for urban households has been to 48.1 per cent from 54.7 per cent.

Similarly share of foodgrain expenditure in total consumption expenses has also declined to 15.3 per cent from 17.3 per cent for urban and to 26.2 per cent from 28.3 per cent.
