India imposes duty on imports from EU, Russia, China to protect local firms

India on Thursday imposed an anti-dumping duty on aniline, an organic chemical used in pharmaceutical products and dyes, originating from the European Union to protect local manufacturers.

The Press Trust of India said that initial investigations by India's directorate general of anti-dumping and allied duties showed aniline was exported to India from the European Union at "below normal value."

Consequently, the government agency has decided to impose a provisional anti-dumping duty of three cents per kilogram on aniline imported from Europe.

The news agency said the European Union's market share of the product in India increased to 98.4 percent between April to December 1999 from 4.3 per cent in the fiscal year ending March 1998.

It said the low price product price of aniline was considered potentially harmful for the domestic manufacturers.

Anti-dumping duty on ferro silicon imports from Russia, China

The government also imposed provisional anti-dumping duties on import of ferro silicon, a deoxidiser used in the production of steel and alloy steels, power rectifiers and welding electrodes from Russia and China.

According to the results of preliminary investigations conducted by the Directorate General of Anti-Dumping and Allied Duties, the quantum of imports from the said countries have increased in absolute terms and the domestic industry is left with substantial closing stocks.

The government has, therefore, proposed provisional anti-dumping duties of Rs 33,120 per tonne on all exporters and producers of Ferro Silicon from Russia and China.

The total imports of ferro silicon increased by a mere 4.5 per cent in 1997-98 as compared to 192.9 per cent increase in total imports during April-December 1999 (period of investigation) over the same period in the previous year.

Total imports were 4374.7 tonnes in 1998-99 which increased to 12,817.3 tonnes during POI. Imports from Russia which were 2514.8 tonnes in 1998-99, increased to around 4,000 tonnes during April-December 1999 (POI).

Similarly, imports from China increased from a mere 80.29 tonnes in 1998-99 to a whopping 2675 tonnes during the POI.

Thus, the finding states that while quantum of imports from Russia increased by 59.20 per cent in POI over 1998-99, quantum of imports from China increased by 3231 per cent in the POI over that of 1998-99.
