Stability, not numbers prime factor for invitation: Shastri

Election 2002

Uttar Pradesh Governor Vishnu Kant Shastri said that it is not essential for him to automatically invite the single largest party to form the government in Uttar Pradesh.

He said that he would look at the potential of a party to provide a stable government before taking a decision. He also said that he would only consider those parties who adopt legal means to rustle up the required 202 legislators to form the government.

"Expectations are that a stable government be formed in the state. I will explore to see which political party can form such a government," he told reporters soon after Rajnath Singh resigned as chief minister.

He said the first thing was to know the clear position and then he would hear all parties staking claim for government formation in the state, faced with a hung verdict in the assembly elections.
