The project christened 'MCA21' will kick start this month with pilots being launched in Coimbatore and Jaipur and would spread over to the 20 RoC offices across the country by April, Company Affairs Minister P C Gupta said.
He said the e-filing facility includes incorporation of new companies, filing annual and other statutory returns, registration and verification of charges and applying for various approvals/clearances.
"Besides, inspection of company documents, request for certified copies and reporting investor grievances can be carried out through the MCA21 portal," Gupta said. Business liquidation functions are expected to be taken up at a subsequent stage, ministry officials said.
As a first step towards moving over to the e-business age, the ministry asked all existing and future directors (on boards of companies) to immediately apply for allotment of Director Identification Number and Digital Signature Certificates.
"These are essential pre-requisites for e-filing," the Minister said, pointing out that this will also help investors to easily get information on companies and find out which directors were on board how many companies.
"Not only transparency, it gives the benefits of anywhere, anytime filing," the Minister said adding that this would help clear the RoCs of which were becoming "dump yards for documents and files."
