Doing business: Has Delhi upstaged Mumbai?

There is no end to the battle of supremacy. From the political honchos to the aam aadmi on the street the debate is unending. While Delhi, by virtue of being India's capital, feels that it is the No 1 city in India - both in terms of standard of living and starting a new venture, Mumbai, being the financial capital of the country is convinced the crown belongs to it.

Various surveys are conducted by the rating agencies and financial houses, each with its varying result. And emotions run high, when people discuss the very same topic -- be it on this forum, or elsewhere.

Interestingly, a World Bank study - Doing Business in India 2009 - ranks Delhi at number 6, and Mumbai at 10 - on seven parameters like starting a business, dealing with construction permits, registering property, paying taxes, trading across borders, enforcing contracts and closing a business.

The study, however, does not take into account the macro-economic conditions, infrastructure, skilled labour or security.

Has Mumbai lost its sheen while Delhi is flourishing?

Is Delhi upstaging Mumbai, even though the latter still houses the Tatas, Birlas, Mahindras and Ambanis?
