The Asian Games gold medallist shocked the fourth seeded Spaniard 6-3, 6-4 to make up for the disappointment of losing in the first round at Queen's Club last week, where he lost to Australian qualifier Matthew Ebden.
Monday's match was suspended because of darkness, with Somdev leading 6-3, 5-3.
Garcia-Lopez had lost to France's Michael Llodra in last year's final.
Both players met twice before, each winning one apiece.
