Pakistan on Thursday described as "tragic" Prime Minister Atal Bihari Vajpayee's rebuff to President Pervez Musharraf's suggestion for an "action plan" to resolve the Kashmir issue.
Reacting to Vajpayee's speech at the United Nations General Assembly, Pakistan's Permanent Representative to the world body, Munir Akram, told Pakistani television channel Geo over phone from New York that India should seriously think about Musharraf's proposal.
Akram said Pakistan would issue a point-by-point reaction to Vajpayee's speech.
Earlier, Pakistan foreign office spokesperson Masood Khan told BBC Radio that "derogatory" language by Indian leaders would not help create a conducive atmosphere for talks.
"Despite positive response by Pakistan to the talks offer of the Indian prime minister back in April this year, the Indians are still hesitant," he said.
But, he said, there were some good steps like restoration of the Delhi-Lahore bus service and return of high commissioners.
Focus should be on creation of goodwill for the solution of all outstanding problems between Pakistan and India, including the issue of Kashmir, he added.
