Congress President Sonia Gandhi on Saturday said the Congress Chief Ministers' Conclaves were "special and purposeful" for the organisation.
Talking to reporters at the conclusion of the sixth Congress Chief Ministers' Conclave, she said, "In these meetings we go through each and every promise made in our manifesto, the chief ministers' report on what has been done and what remains to be done."

Sonia said that senior party colleagues are also present at these meetings and they ask questions on criticism of various points made within the party.
"It makes an important contribution to assess our performance. We also discuss possible policies," she added.

The Congress president said that in one of the conclave, the party leaders discussed at length the Employment Guarantee Scheme, which was in force in Maharashtra.
"After internal discussions within the party, we placed this policy in our manifesto and subsequently incorporated it in the Common Minimum Programme and finally put it to vote in the Parliament," she said, adding that now it was an Act.

To a question on only 10 per cent of welfare money reaching the intended beneficiaries, Prime Minister Manmohan Singh said, "We never believe that all growth trickles down. I am confident that the benefits of development programes will accrue to increased number of people."
