The Congress vice-president touched on his family's and Dikshit's connection with Uttar Pradesh in an apparent attempt to reach out to the sizable Poorvanchali population in the city.
"The opposition BJP makes tall claims but Congress has done it on ground," he said at a rally in Ambedkar Nagar.
"Delhi international airport is considered the second best in the world. Look at the transport infrastructure. Two million people are traveling in Delhi Metro daily. Earlier, there used to be shortage of electricity while we have 24-hour power now. The whole infrastructure has changed," he said.
Speaking on the issue of corruption, which has been used by BJP to target the UPA government, Rahul said Congress gave people the RTI Act to fight it.
"The decisions that used to be taken inside closed door have come out in the open. You can ask the government anything," he said.
Congress believes in empowering people besides development, he said.
"We have done better in electricity, in schools, in health... and have also empowered you. Our philosophy is about your emancipation," Rahul said.
He countered BJP's claim that the NDA government built highways, work on which came to a standstill during the UPA rule, saying the Congress-led alliance had built three times more roads than the NDA.
Rahul also underlined social amity in the city and said BJP and Shiv Sena have tried to disturb peace in places like Maharashtra and Karnataka.
