HC notices Centre on PIL on violence in defence

The Delhi High Court issued notice on Tuesday to the Centre on a petition expressing concern over what it called as 'growing violence' in defence and other security services.

A Division Bench of Acting Chief Justice Vijender Jain and Justice Kailash Gambhir issued notice to the Centre through its cabinet secretary, ministries of defence and home affairs, asking them to file their reply by March 1, 2007.

Filing a PIL, advocate Sunil Kumar said there was a growing sense of dissatisfaction in the armed forces, which was a matter of serious concern.

"Soldiers have started killing either fellow soldiers or their superiors besides resorting to commit suicides," he pointed out, urging the court to direct the authorities concerned to look into the matter.

"There is an urgent need to study the selection and training procedure of all jawans at the places like Jammu and Kashmir and northeast borders, as there seemed to be serious laecuna in the procedure," Kumar submitted.

There was a very little scope for rest and recuperation for the soldiers.

Further, they had also to contend with inadequate housing, paltry salaries, poor promotion avenues and strict restriction on leave, the petitioner submitted, giving the list of events related to defence personnel who killed either their colleagues or committed suicides.
