Pakistan Interior Minister Rehman Malik on Wednesday welcomed Home Minister P Chidambaram's remarks that India could not blame Pakistan for all terror attacks on Indian soil.

"We welcome what the Indian Home Minister said and it will be better for both the countries to move forward and not to blame each other without evidence," Malik said during an interaction with reporters outside parliament.

During an interview with BBC, Chidambaram indicated that a recent bomb blast at the Delhi high court could have been carried out by home-grown militant groups.

"We can no longer point to cross-border terrorism as a source of terror attacks in India," Chidambaram was quoted as saying.

The two groups that purportedly claimed responsibility for the attack are the Harkat-ul-Jihad al-Islami, which has Pakistani origins and is linked to Al Qaeda, and the Indian Mujahideen.

Chidambaram said though the HuJI had claimed responsibility for the attack, the group had been inactive in India for a while.

He further said two other recent terror attacks in Pune and Mumbai were believed to have been carried out by "Indian modules or India-based modules".

In the past, India has often blamed Pakistan-based groups for attacks on its soil. "That threat remains but we must also look at Indian modules or India-based modules which are capable of carrying out terror attacks," Chidambaram said.
