The central government on Tuesday indicated that Non-Resident Indians could get voting rights.
"From all angles, we are getting ready for that but ultimately a decision has to be taken in the cabinet," Minister of State for Overseas Indians Affairs Oscar Fernandes told private television network NDTV.
He said things were on the right track and there was a possibility that it will happen.
On the dual citizenship issue, he said a decision on it had been taken and the first dual citizenship certificate would be given by Prime Minister Manmohan Singh on January seven.
