Maximum sittings for Manipur House among 5 poll-bound states

Among the five states going to polls, Manipur earns the distinction for having the highest number of sittings in its legislative assembly.

Manipur legislative assembly sat for the maximum 110 days in the last five years.

The minimum, however, was the Uttarakhand assembly which sat only for a total of 68 days in the last five years. The average number of days that these assemblies sat is way below the Lok Sabha sittings.

The maximum number of questions was asked by MLAs in the Goa assembly (8,796) whereas the least number of questions were asked by MLAs in the Manipur assembly (565). Country's biggest assembly in Uttar Pradesh passed the highest number of bills (157) whereas the lowest numbers of bills were passed by Manipur (35).

The analysis was put out by the National Election Watch, based on the performance of these legislative assemblies in  comparison to the Lok Sabha would show the following.

The legislative assemblies have been meeting for a very short time despite legislation being the main task of the MLAs. Goa has the maximum average number of sittings/year (26) followed by Manipur (24) and UP (22).

The least average number of sittings/year is for Punjab and Uttarakhand (19). The highest average attendance of MLAs is in the Uttarakhand assembly (91 per cent) followed by Punjab (71 per cent) and Manipur (65 per cent). Uttar Pradesh MLAs have the least average attendance (20 per cent).

This compares very poorly with the number of sittings of MPs in Lok Sabha. The current Lok Sabha in the last two and a half years sat for 208 days which averages to about 77 days in a year.

All state assemblies have sat way below the average number of days Lok Sabha has sat.
