Militants shot dead National Conference municipal councillor Mohammed Ashraf at Babademb in Srinagar on Friday morning, police sources said.
The councillor was walking on the road when militants fired several rounds from a pistol from close range.
Police rushed rushed the councillor to a nearby hospital, but he succumbed on the way.
No arrests have been made so far, the sources added.
