Militants shot dead a Congress party councillor in north Kashmir's Baramulla town, 55 km from Srinagar, on Thursday morning, police said.
Militants sprayed bullets at Fayaz Mayoo from a close range. He was taken to the hospital, but succumbed to the fatal injuries he suffered on his head, they said.
