During routine checking on Wednesday night, police found 25 locally made explosive devices at Sankhalim, 40 km from Panaji, in the possession of two youths who fled the scene.
"One of the youths has been arrested and police is investigating into the source (of the explosives). What is worrisome are the fuses found in the explosives, which can be used to trigger a serious blast," Rane told reporters on Friday.
Police also tracked down a person in nearby Lamga village who manufactures such explosives. "It is a matter of concern that such fuses are available and can be misused by anti-social elements.
Usually these fuses, used for mining activities, are smuggled out of mining areas. We have to be careful," Rane said.
"The youths are innocent and not a security threat. They innocently did this stupid thing. These are locally made explosives used to poach wild boars.
They are the size of tennis balls and had fuses on them that trigger the explosion once bitten by the animal," he explained.
