Noting that challenges of non-proliferation cannot be addressed by merely focussing on supply-side technology control, India today sought prioritisation of disarmament as a step towards delegitimising nuclear weapons.
"We believe that a good beginning would be to formalise a no-first use agreement internationally as a step towards delegitimising nuclear weapons," External Affairs Minister Pranab Mukherjee said in New Delhi after inaugurating the new quarters of the Foreign Services Institute.
He said a new approach was required to address the "most critical" challenges of non-proliferation as the A Q Khan network had made a mockery of supply-side technology controls.
"A new approach is required, which also prioritises disarmament," Mukherjee said while pointing out that India had always pursued the objective of global disarmament, based on the principles of universality, non-discrimination and effective compliance.
He said India's participation as a full partner in a new global consensus on non-proliferation would strengthen global efforts in this arena.
"Conscious of our responsibilities, we have adopted a comprehensive export control system, harmonised with international best practices," he said.
