The Mumbai police have arrested several people in connection with the latest blasts. But each time, the big fish never get caught, simply because they happen to be based outside India.
Deputy Prime Minister L K Advani has said the only way Pakistan can establish its sincerity about wanting peace with India is to hand over 19 people wanted for various terrorist acts in India. Pakistan denies harbouring them.
But even if Pakistan were to comply with this demand, would that end terror in India?
