According to reports, a court of inquiry found gross violation of rules of engagement by the soldiers and court martial proceedings have been recommended against the soldiers.
The General Officer Commanding of Northern Command, D S Hooda, had earlier assured that the highest standards of truth and transparency would be followed in the investigation and said that the army would fully cooperate in any other investigation done by the police or the state government.
Earlier this month, security personnel shot dead two youths and injured two others after they did not stop at check points in Budgam.
The army had received the information on the movement of militants in the area after which they set up three checking points.
The injured were immediately admitted to army hospital in Srinagar for better treatment.
