Rejecting outright any possibility of his surrender, Rashtriya Janata Dal parliamentarian Mohammad Shahabuddin on Thursday accused Bihar Chief Secretary G S Kang of being prejudiced against him and said that he would petition the Election Commission over 'illegal' deletion of his name from the voters' list.

"Why should I surrender... Am I daku Malkhan Singh?" Shahabuddin told PTI from his flat in posh DLF Enclave in Gurgaon in Haryana when contacted on his cell phone.

The RJD MP, who has been evading arrest for the past two months and has eight non-bailable warrants against him, said that he would approach court for justice.

Shahabuddin said that he was staying in his flat in DLF in Gurgoan, but refused to give its number or other details.

Taking exception to his being described as an absconder or criminal, the four-time MP from Siwan said, "I am representative of lakhs of people...the administration in Bihar, having a communal mindset, in the absence of any checks under President's Rule has launched a campaign against me."

Shahabuddin said the state administration on the directive of a prejudiced Chief Secretary G S Kang was falsely implicating him in fresh cases. "But I am not to be cowed down," he said.

He took strong exception to deletion of his name from the voters' list, saying he would soon approach the Election Commission and, if need be, the court.

"The EC had said that the names of those absconding from their residence for the past six months should be removed from the voters' list. The circle officer of Pratappur had confirmed that the NBW against me was pending for not more than four-and-a-half months, but even then my name was deleted from the voters' list."

Last Monday the Siwan district adminsitration had struck off the name of Shahabuddin from the voters' list for absconding from his residence for more than six months.

The Siwan strongman, who had triggered a controversy following reports of his appearing in LLB Part II examination at Muzaffarpur late last month in spite of a nationwide alert, refused to talk on the matter, saying it was under probe.

An FIR had been lodged against Shahabuddin and 20 others with Kazi Mohammadpur police station of Muzaffarpur in connection with the LLB exam row. The B R Ambedkar university under which the RDS College from where Shahabuddin had appeared in the law examination, has also constituted a three-member team to investigate the matter.

He alleged that bureaucracy was breaking all rules and norms under the President's Rule.

"People had welcomed the President's Rule. But has crime come down? About five incidents of kidnapping, including that of a DAV schoolboy Gaurav Kumar Ali have taken place in Patna itself in the past one month,"  he said.

Shahabuddin, a confidante of RJD president Lalu Prasad, said he was unhappy as he was forced to stay away from Bihar Assembly poll campaign. "Though I am in touch with my supporters, I do miss the electioneering."
