A local court in Muzaffarpur in Bihar on Wednesday took exception to non-compliance of its October 6 order by Mumbai Police to produce MNS chief Raj Thackeray in the court and issued a non-bailable arrest warrant against the Marathi politician for his "hate speeches" against Biharis.

First Class Judicial Magistrate Sahab Kaushar directed Mumbai Police Commissioner to execute the arrest warrant by January 4, 2010.

Senior advocate Sudhir Ojha on February 2, 2008 had filed a complaint in the court of the then Chief Judicial Magistrate (Muzaffarpur) J K Sinha seeking legal action against Thackeray for his uncharitable remarks against Biharis.

Ojha alleged that Thackeray on January 31, 2008 had made "uncharitable, insulting and hate speeches against Biharis" and had also insulted the 'Chhath' festival.

The complaint was made under section 504 IPC (intentional insult with intent to provoke breach of peace).
