"The announcement of the Centre agreeing to the creation of a separate Telangana state had led to a political crisis pushing the states to a battlefield by various political parties," the party said in a draft resolution adopted at its extended working committee in New Delhi.
"Inspired by the stand of the Central government, more and more people are demanding formation of new states. NCP does not agree to the approach of deciding things in a haphazard manner," the statement added.
The draft resolution will be placed before the national convention on Sunday.
On the issue of a separate Vidarbha state, party spokesman D P Tripathi said that the working committee had six years back supported the demand if the people wanted.
He echoed similar views on Telangana. Tripathi dismissed charges that party chief Sharad Pawar, who is the Union Food and Agriculture Minister, is responsible for rise in prices of essential commodities saying that the entire government is responsible for its decisions.
In the draft on economic affairs, the party said 'some of the reasons for rising prices can be attributed to this year's climatic conditions' but added, 'we are confident that the policies of the government will ensure that rise in certain essential food commodities will definitely be brought under control.'
It said the issue 'warrants more intervention by the state government in the market...'
In another resolution, the party has hailed the performance of Pawar saying, "After taking over as minister he has worked wonders in the agriculture sector."
The party in its resolution also demanded passing of the Women's Reservation Bill and formulation of national and international strategy to fight terrorism.
Asked about the party's message to Congress in UPA-II, Tripathi, who had during UPA-I maintained that coalition does not mean 'fiefdom' of any party, said, "Our message is political togetherness."
He said, "NCP is there to emerge and not merge," when asked whether the party could merge with Congress in future.
Tripathi also dismissed the suggestion that the emergence of Congress in Maharashtra could pose a threat to NCP saying, "NCP is the only party, which won 54 per cent of the assembly seats it contested there."
He also mentioned the success of his party in other states like Orissa, Kerala and Arunchal Pradesh to drive home his point.
