Sushma Swaraj says the discussion on the privilege motion on cash for votes WikiLeaks cables should have begun at 11 am and ended by 1 pm. The finance bill could have then begun at 2 pm, but if the treasury benches refuses to allow the opposition to speak, it will only delay matters.
