Former director general of Punjab police K P S Gill, who is credited with finishing terrorism in the state, feels blasts are still taking place in Bharatiya Janata Party-ruled states, first Rajasthan, Karnataka and now Gujarat because the authorities have failed to catch the culprits and punish them for acts of terror.

In an exclusive interview with rediff.com,Gill said that the Gujarat and Karnataka blasts are the handiwork of Inter Services Intelligence.

"I would say that the ISI is the root cause of terrorism in the world," he said.

Gill recalled the theory propounded by an Amercian professor that Kashmir is one of the causes of terrorism.

"ISI agents are using that theory and spreading it around. They are carrying out blasts in Spain and other countries to spread terror and have favourable governments elected. It is possible that Musharraf and his henchmen want favourable governments elected in some of the key states in India, which have a coastal line with Pakistan," Gill said.
