Taking serious note of the e-mail threat to the President and Prime Minister, the Kerala government has decided to closely monitor the extent of ISI-aided activities in the state.

Stating that Central and state agencies would make joint efforts in that direction, Chief Minister V S Achuthanandnan on Saturday said there were indications that the state, which was for long considered safe, was not free from the influence of "externally-aided activities".

Since the government has already decided on a CBI probe into the Marad massacre of 2003, the central agency would also be asked to ascertain whether there was any foreign hand in that incident which claimed nine lives in a fishing hamlet in Kozhikode district, Achuthananandan told reporters after a Cabinet meeting.

The judicial commission that probed the incident had found that Marad was a pre-planned attack with the involvement of fundamentalist forces, he said.

The state's serious security issues were "ignored" by the previous United Democratic Front government as it was under the influence of communal forces, he alleged.

The UDF government did not even take any action against Vishwa Hindu Parishad leader Praveen Togadia when he visited Kerala for the 'trishul (trident) distribution' programme, Achuthanandan added.
