Delhi Government has started mulling over the mercy petition seeking clemency for Parliament attacks convict Mohammad Afzal Guru.

The Union Home Ministry, which received the mercy petition from the Rashtrapati Bhavan, has sent the file to the Delhi Government, seeking its views on the matter.

"We have received the file in this regard on Wednesday. But I am yet to go through it," D S Negi, Delhi Principal Secretary (Health) who is also in charge of the Home Department, told PTI.

As per law, the view of the concerned state government is taken in whose territory the crime has taken place.

And since Afzal is lodged in Tihar jail, Delhi Government's views on his mercy petition will be taken into consideration by the President. Sources said the process is likely to be taken in the next two or three weeks, though there is no time frame.

Afzal's wife Tabassum, who flew to Delhi from Srinagar along with their 7-year-old son and mother-in-law, filed a petition on Tuesday to Kalam seeking commutation of his death sentence, given for his role in the December 13, 2001 attack on Parliament.
