It's official: Govt mulling quota

The central government is considering a proposal to reserve seats for people who fall under the Other Backward Classes category in central educational institutions, Minister of State for Human Resource Development M A A Fatmi informed Rajya Sabha on Monday.

Also, state governments have been advised to draw up appropriate legislations for educational institutions under their control, Fatmi said in a written reply.

In the 93rd Constitution amendment, a new article -- 15 (5) -- has been added in order to promote educational advancement of socially and educationally backward students in terms of admission to educational institutions, both aided and unaided, the Minister said.

The new Article enables Parliament and state legislatures to create appropriate laws for educational institutions within their respective domain, he added.

"A proposal in this regard in respect of central educational institutions is under consideration," he said.

In a separate reply, the Minister said the Centre has so far taken no decision on the reservation proposals.

"While no such decision has been taken, the Constitution (93rd Amendment) Act, 2005 enables the State to make provision by law in matters of admission to all educational institutions for weaker sections of society, including the OBCs," Fatmi said.
