How infiltrators dodge the border fence

Terrorists have devised a novel method of infiltrating into Jammu and Kashmir -- They dodge the alarm system at the border fence.

The infiltrators cut out a portion of the wire-fencing and complete the circuit using a length of wire brought along, so that it does not trigger the warning buzzer and alert guards who patrol the fence every 300-400 metres.

Defence officials, who have named the infiltration ploy the 'Chop Off Electric Fence' method, said there were at least two or three such instances in recent weeks, the first one detected on June 18. The terrorists used the method while infiltrating through Mendhar and Balakote in Pooch sector recently, they told PTI.

The thermal imagers aimed at detecting infiltrators are also of not any help in inclement weather as they are unable to pick up movement along the border. The lowered body temperature in rains and the cold blurs the imaging.

This is not the first strategy adopted by infiltrators to fox troops. The ultras have tried gloves, ladders, asbestos sheets and strong plastic sheets (all non-conductors) to pass through the electric wires, they said.

Intelligence reports indicated that over 1,300 terrorists were waiting to cross into the state with increased movements along the Line of Control, particularly in Rajouri-Poonch sector of Jammu region and Gurez sector of Kashmir, the officials said.

There were 26 terrorist training camps, including 21 along the LoC and 4 along the international border with Pakistan in PoK, they said. Security agencies say roughly 300 terrorists have entered Jammu and Kashmir in the first six months this year and the figure is at least three times more than that for the same period last year. Troops have killed 43 terrorists trying to infiltrate until June this year, against 70 in 2005.
