Gujarat Chief Minister Narendra Modi on Friday said Prime Minister Manmohan Singh lacks an identity of his own despite being in power for over a year and is not clear about the direction in which he wants to steer the country.

"He is not being allowed to interact with the people," Modi said addressing an election rally for the Bharatiya Janata Party's candidate in the June 2 byelection for the Chamarajpet assembly seat, vacated by Maharashtra Governor S M Krishna.

Modi said Singh, who heads the United Progressive Alliance government, 'is not welcomed as a leader within the Congress party'.

"Randomly ask 100 Congress workers who their leader is and no one will name Dr Singh as their leader," Modi said, while pointing that "former prime minister Deve Gowda has some followers at least in Karnataka, but not Singh."

Modi said Dr Singh was unaware that governors were being removed in some states and had to check with the home minister for confirmation.

Modi also criticised Dr Singh for holding byelections in four crucial assembly seats in Goa, after dismantling the Manohar Parrikar government of the BJP.

"They are making fun of democracy," Modi said, while criticising the Dharam Singh government in Karnataka of inaction and not being focused on development programmes.
