Bihar Governor Buta Singh on Tuesday accused political parties of resorting to horse-trading and playing the communal card in their effort to form a government in the state and hinted at extension of the President's rule.
He also came down heavily on the previous Rashtriya Janata Dal government, saying "the [previous] administration did not run by any system. It was not run as per the Constitution or rules. The government was being run by whims and fancies."
The governor said though there isn't a popular government in the state, there is a Constitutional structure of governance in place.
He said he did not see a popular government being formed in Bihar
