India and Pakistan are in the process of establishing a nuclear hotline at the foreign secretary-level, a media report said on Wednesday.

The technical details for establishing the hotline, aimed at ensuring confidence and trust as well as averting any untoward incident, are under consideration and could take time in materialising, The Nation daily quoted Pakistani officials as saying. The Indian side has given the details to Pakistan through diplomatic channels, it said.

The hotline was one of three confidence-building measures instituted as a result of the expert-level talks on nuclear issues earlier this year in New Delhi, the daily said.

The paper said it was decided that the hotline between the foreign secretaries would be established to inform each other about any possible "nuclear accident or threat".

The link will be the first hotline between civilian officials of the two sides, the paper said.

Pakistan and India have a hotline facility between their directors general of military operation who keep each other informed about the movement of troops.
