Talks between India and Pakistan cannot begin till cross-border terrorism is put to an end and terrorist infrastructure in that country dismantled, Prime Minister Atal Bihari Vajpayee said on Tuesday.

Speaking to reporters on his arrival in Manali for a six-day retreat, he said Pakistani leadership's call for starting an 'unconditional' dialogue does not have any meaning without the end of violence in Jammu and Kashmir. "Without that, how can a climate for talks be created?" he asked.
