Sports allocation down to Rs 1,121 crore

The Youth Affairs and Sports Ministry has been allocated Rs 1,121 crore (Rs 11.21 billion) in the annual budget for 2011-12, which is nearly one-third of last year's Rs 3,315.67 crore (Rs 33.15 billion).

In his Budget presented in the Lok Sabha today, Finance Minister Pranab Mukherjee allocated Rs 1000 crore (Rs 10 billion) as plan outlay while Rs 121 crore (Rs 1.21 billion) will be non-plan.

Expectedly this year's budget allocation has seen a sharp reduction as the last two year's outlay was high due to Commonwealth Games.

Last year, the budget allocation was Rs 3315.67 crore (Rs 33.15 billion) while in 2009-10, it was Rs 3,670.13 crore (Rs 36.7 billion).

Out of the total outlay, Rs 688.67 crore (Rs 68.8 billion) has been allocated for sports and games while Rs 311.39 crore (Rs 3.11 billion) has been earmarked for Youth Welfare Scheme.

Other programmes, including Schemes for the Benefit of North Eastern Area and Sikkim, will get Rs 106 crore (Rs 1.06 billion).

The remaining 14.52 crore (Rs 145 million) has been allocated under the head Secretariat-Social Services.

Under the sports and games head, Sports Authority of India will get the highest amount of Rs 287 crore (Rs 2.87 billion) while Rs 100 crore (Rs 1 billion) has been earmarked for Assistance to National Sports Federations - as against Rs 112 crore (Rs 1.12 billion) of last year.

Rs 14.50 crore (Rs 145 million) has been allocated for Anti-Doping Activities, which is just Rs 50 lakh more than last year's amount. National Dope Test Laboratory will get Rs 12 crore (Rs 120 million), Rs 50 lakh more than last year.

Laxmai National Institute of Physical Education in Gwalior has been allocated a separate Rs 24.63 crore (Rs 246 million) s while Rs six crore (Rs 60 million) has been earmarked for Incentive to Sportspersons.

The various schemes under Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) will get Rs 205 crore (Rs 2.05 million) while Rs 35 crore (Rs 350 million) has been earmarked for Urban Sports Infrastructure Scheme.

There was no allocation for National Sports Development Fund this year as against Rs 15 crore (Rs 150 million) and Rs 8.12 crore (Rs 81 million) provided in 2009-10 and 2010-11 respectively.

Among the various heads of Youth Welfare Schemes, the highest amount of Rs 123.40 crore (Rs 1.23 billion) has been earmarked for Nehru Yuva Kendra Sangathan while the National Service Scheme will get Rs 87.87 crore (Rs 878 million).

Rajiv Gandhi National Institute of Youth Development has been allocated Rs 10.80 crore (Rs 108 million).
