Fixed wireless phone? Pay more for calls

Fixed telecom operators like Tata Teleservices, whose fixed wireless phone service has been labeled as limited mobile service by the department of telecom, might petition Prime Minister Manmohan Singh to save about 50 lakh consumers from paying higher tariffs.

Under the limited mobile category, operators are liable to pay a fee called access deficit charge, which is applicable on mobile calls.

This fee could lead to increase in current call rates of Rs 1.20 for a three-minute call from a FWP to Rs 2.10.  The operators are planning to launch a signature campaign in all the telecom circles.

A copy of the signatures, along with bills of subscribers, would be given to the Prime Minister, Minister of Communication Dayanidhi Maran and respective Chief Ministers of all the states.

Some of the operators have admitted that such a plan was being formulated, while others declined to comment, saying they would abide by the government's policy.

One of the leading telecom operators said DoT's action was anti-consumer and against the spirit of National Telecom Policy.

Considering FWPs as limited mobile means the 50-lakh consumers would have to pay 90 paise more for a three minute call, which would be almost 80 per cent higher from the existing rate of Rs 1.20.

The operators also want subscribers, enrolled prior to August 26 when the DoT directive was issued, to be allowed to continue under the existing regime and new subscribers (post August 26) to be governed by the new policy.

DoT had issued a directive to all fixed wireless service providers on August 26, stating they were not taking steps to restrict mobility within the premises and hence such services were to be treated as limited mobile service.
