Former captain Younis Khan was again ignored by Pakistani selectors but fast bowler Shoaib Akhtar was recalled to the 16-man squad for next month's one day series against England.
Although Younis had an indefinite ban for ill-discipline overturned earlier this year, chief selector Mohsin Khan said the board has not yet cleared him for selection.
"We can only select a player who is cleared by the board and who is 100 percent fit, both are issues with Younis," he said.
Pakistan will play two Twenty20 matches and five One-Day Internationals in England from September 5.
