Kohli, Ganguly and Harbhajan are the notable absentees from the list.
Mahendra Singh Dhoni has been named the captain of the all-time India Test XI chosen by cricket magazine Wisden.
The celebrated team has been picked ahead of India's 500th Test which will be played against New Zealand in Kanpur from Thursday.
The openers in the side are Sunil Gavaskar and Virender Sehwag, followed by Rahul Dravid, Sachin Tendulkar, VVS Laxman, all-rounder Kapil Dev and Dhoni the wicket-keeper batsman.
The bowlers who made the cut are Anil Kumble, Javagal Srinath, Zaheer Khan and Bishan Singh Bedi. The 12th man is Mohammad Azharuddin.
Some notable absentees from the list include current Test captain Virat Kohli and former skipper Sourav Ganguly.
Ace off-spinners Ravichandran Ashwin and Harbhajan Singh have also missed out.
