Each side can ask for a review of an umpire's decision with a limit of two unsuccessful challenges in each innings. The third umpire will use all available technology to reach a decision.
"I'm all in favour of anything which helps to reach the correct decision but, in an ideal world, that would mean having the same system in place all over the world," Arthur said. The first Test begins in Centurion on December 16.
The Decision Review System is being used in the first Test between New Zealand and Pakistan in Dunedin and the first Test between Australia and West Indies starting in Brisbane on Thursday.
It is not being employed in the current series between India and Sri Lanka.
A referral system has already been trialled in series between India and Sri Lanka, New Zealand and West Indies and West Indies and England.
