PM slams PSUs over guideline violation

Taking a tough stance against instances of non-compliance of rules by public sector units, in matters like appointments, Prime Minister Atal Bihari Vajpayee has asked his Cabinet colleagues to strictly follow guidelines and rules.

"During the recent past, some instances of violation and non-compliance of these policy guidelines and instructions have come to my notice," he has said in a recent communication to his Cabinet colleagues.

The Prime Minister in his letter dated December 5 said he had advised the Cabinet secretary to closely monitor and bring instances of such infringement and non-compliance to his notice, sources said.

Requesting cooperation of all colleagues to check against instances of violation, he said, "Such aberrations attract judicial intervention and adverse publicity to the government as a whole."

"Violations including delays in compliance, whether willful or otherwise are avoidable as they tend to undermine the functional autonomy of the undertakings and ultimately lead to their inefficient management, which is detrimental to the economy of the country," he said.

"If in very exceptional circumstances, any deviations are required, prior approval of the competent authority must be obtained following the procedure prescribed for the purpose," he said.

The Prime Minister emphasised that the policy guidelines had been evolved to ensure proper functioning of the public sector enterprises and were binding on the administrative ministries and public sector enterprises.
