Commerce ministry moots easier FDI norms

Enthused by 174 per cent growth in services trade this year, India is readying to make an aggressive offer in the WTO negotiations on services.

In line with the strategy, the commerce ministry has favoured raising the bound limit for FDI in telecom to 49 per cent from 26 per cent to leverage it to get market access in other services sectors.

With India already raising the FDI cap to 74 per cent in telecom, the commerce ministry officials feel that the bound limit can be raised higher at the WTO for the sector.

A proposal in this regard has already been sent to communications ministry as a part of the consultative process. The government is expected to ready the first draft of offers on services by month end, official sources said.

Under WTO, services negotiations are carried in forms of offers and requests and India has already received requests for opening up of sectors like insurance, legal, accountancy, retail as also telecom.

India on its part has also made requests in various sectors. However, if India's own offer is aggressive it can negotiate for better deals with countries for opening up areas where its interests lies more.

It can be leveraged for more number of work visas from developed countries for professionals.
