In a bid to enhance the country's share in global services exports, the government is working out a package to unleash reforms in the sector apart from bringing about regulations for all listed services.
"Domestic reforms and regulations are being actively considered by the government. Some suggestions have been mooted by the commerce ministry and sent to various ministries for their views," commerce secretary S N Menon told reporters in New Delhi.
"These reforms and regulations are aimed at enhancing quality, efficiency and delivery of services with a view to increase exports," he said.
Menon said many services were not covered under the identified 161 services sub-sector under the World Trade Organisation.
Stressing that domestic reforms were a necessity to enhance services exports as also a part of WTO negotiations, Menon said views from various ministries had been received.
Lamenting the low quality of offers being made by developed countries in services negotiations at WTO, he said the European Union had pegged its offer at 65,000 visas in the Uruguay Round and there had been no improvement from it now.
"You (developed countries) want us to be more liberal in Mode 3 in telecom, financial servcies... We would also expect parallel movement in Mode 4, where we have interests and expertise," he said.
In services, negotiations are carried forward by way of offers and requests in various modes of supply of services where in Mode 1 is cross border supply (eg-BPO), Mode 2 is consumption abroad (tourism), Mode 3 is commercial presence and Mode 4 is movement of natural persons.
