'Outcome budget' to curb govt spending

The outcome budget to be presented next week will discipline various ministries in their spending by ensuring that they do not stagger it towards the last quarter of fiscal.

"We have got strict rules that 66 per cent of the budgeted expenditure has to be spent in the first three quarters and not more than 33 per cent in the last quarter,"

Finance Minister P Chidambaram said days after he announced that outcome budget would be unveiled in the first week of July. "Ministries have sent their outcomes. We are compiling them," he said.

Chidambaram said bunching of expenditure in the last quarter of fiscal was a thing of past. "All this has changed," he said in response to a query that money is usually spent by ministries in the last quarter.

Outcome budget will gauge the effectiveness of the money spent on various heads under different ministries and monitor the achievement of physical targets.
