Swamy accuses Vajpayee of impotency, but not in the Viagra sense!

Is the word 'impotent' unparliamentary?

This sensitive question engaged the attention of the Lok Sabha during Zero Hour on Monday.

When the House was discussing the Cauvery water dispute, Dr Subramanian Swamy said the Vajpayee government had already taken two adjournments on it in the court, and ''unless they have become impotent, they should not seek another adjournment.''

Minister of State for Parliamentary Affairs Ram Naik said the word was unparliamentary. He called upon the chair to examine it immediately.

P M Sayeed, who was in the chair, asked Dr Swamy to clarify his remark. Dr Swamy said what he meant was that the government was powerless -- he hadn't used the word in, er, the Viagra sense, he said.

Rashtriya Janata Dal chief Laloo Prasad Yadav said the word meant napunsak in Hindi.

Sayeed put an end to the controversy saying he would expunge the remark if found unparliamentary.
